Diesel-powered trucks, delivery vans and other vehicles used to transport goods pollute the air in our cities and contribute disproportionately to greenhouse gas emissions from the transport sector. Led by the International Council on Clean Transportation, with support from FedEx Mexico and WRI Mexico, the Clean Fleet, Clean Cities Partnership will work with private industry and local and federal governments in Mexico to design and implement programs that lead to cleaner fleet vehicles, such as new electric vehicles or existing vehicles retrofitted with newer technologies. 

Mexico has regulations in place that will require new heavy-duty vehicles to virtually eliminate emissions of particulate matter and black carbon and other pollutants starting in 2021. Black carbon, which contributes to global warming and unhealthy air, is caused in part by emissions from diesel engines. Manufacturers are already bringing these cleaner vehicles to the market. But without additional programs to accelerate the transition, eliminating particulate and black carbon emissions and cleaning the fleet will take a long time. Unfortunately, businesses often do not really understand or appreciate the benefits and are reluctant to invest in the cleaner vehicles due to concerns about costs, maintenance and operational challenges. And voluntary programs that Mexico City and the federal government have put in place to help accelerate fleet turnover have been met with resistance from the business community and/or have been greatly undersubscribed.  

This partnership seeks to overcome obstacles to initial adoption by large and small business and fill policy gaps to accelerate fleet renovation with soot-free and zero-emission vehicles. It will work to develop financing mechanisms that will allow large commercial fleets to partner with micro-enterprises to retrofit relatively clean vehicles and scrap the oldest vehicles. In addition, it will engage with local and federal regulators to design and implement a set of policies and programs that provide incentives for early action and consequences over the longer term for inaction. The project will include a demonstration phase of fleet renovation and retrofit, supported by FedEx Mexico, to evaluate the economic feasibility of various incentives and available programs.This information, coupled with other project knowledge and policy recommendations, will be published and shared with fleet operators, government officials, financial and other organizations. New vehicle policies adopted in Mexico and elsewhere in the world will have a tremendous impact on air quality and climate as fleets move to cleaner vehicles over the coming decades.
