This closed-door roundtable will convene development finance institutions (DFIs) to explore how performance data from concessional startup portfolios can be translated into evidence that is credible for investment decision-making. Co-hosted by World Resources Institute (WRI) and Baringa Partners, the discussion will be anchored in WRI and P4G analysis on simulated multiples on invested capital (MOIC) and capital crowd-in. 

Participants will examine the conditions under which concessional portfolio performance can serve as a meaningful precursor to commercial track records, while identifying pathways to scale proven climate solutions and strengthening collaboration between catalytic grantmakers and investors.

Co-hosted by World Resources Institute (WRI), and Baringa Partners, the discussion will draw on WRI and P4G analysis of simulated multiples on invested capital (MOIC) and capital crowd-in to examine how philanthropy can strengthen market-building efforts while attracting development finance and private investment. Participants will discuss the types of catalytic support most needed to bridge early-stage innovation to investable opportunities, helping shape future pathways for scaling climate solutions and mobilizing greater capital at scale.

Climate Startup Ecosystems in Emerging Markets and Developing Economies

This invitation-only session will convene climate startup practitioners, investors, and ecosystem builders to provide feedback on a forthcoming World Resources Institute (WRI) working paper developed in partnership with P4G and GGGI. The paper examines the ecosystem conditions that enable or constrain early-stage climate startups across six emerging markets—Colombia, Ethiopia, Indonesia, Kenya, South Africa, and Vietnam—through a framework of six key ecosystem enablers. Taking place during the paper’s peer review process, the discussion will help strengthen the research ahead of its launch at COP31 while exploring a broader question: what will it take to make climate startups in emerging markets a viable and investable asset class? Insights from participants will inform the final publication and contribute to a deeper understanding of how ecosystem readiness can unlock climate investment at scale.
