Regional Investment Manager

Julio is P4G's Regional Investment Manager. He leads partnerships acceleration, investments and national platform engagement work in the LATAM region.

Julio has over 16 years’ experience in valuation, transactions, public private partnerships, fundraising, risk assessment, project and structured finance, and policy design. He has seasoned experience in the development of P3 infrastructure Projects as well as in the understanding and development of the legal, institutional, and administrative framework required for deal closure in public and private affairs.

Prior to joining P4G Julio was head manager of the structuring VP at ENTerritorio, financial institution in charge of developing social and productive projects in Colombia, where he leaded the structuring phase of 68 investment projects with a value of over $17 M pre-investment value with investments of over half a billion.  He also worked as head of the investment banking and P3 projects at Findeter, the biggest development bank for territorial development in Colombia where he assessed and helped to fund more than 20 projects in renewable energy, transportation, education, health, urban development and water/waste management.

Julio holds a Master of Science degree in Development Economics and International Project Management from the University Paris XII in France. He holds a bachelor’s degree in Economics from the National University of Colombia. Besides its main studies he accounts for a certificate in Advance Valuation from New York University NYU – STERN in United States, a certificate in Public Private Partnerships from HM Treasury in UK, a financial modelling diploma from the University of Los Andes in Colombia among other certificates in relevant topics such as renewables energies and project management.

Julio is based in Bogotá, Colombia. He is fluent in Spanish, English and French and in his free time enjoys exercising, watching soccer and spending time with his family.
